How do you know when an empty actually goes back?

We build software. We're adding detention tracking to a system we made for a freight forwarder, and to do that we need the date the empty container went back to the depot. We can't find that date anywhere. Carriers stop tracking at gate-out. Hapag told us the depot's EIR is the real record. And if your own trucker collects the box, the carrier doesn't see it at all. So how does it work on your desk? Does the EIR come back to you every time, or only sometimes? How long does it usually take? Does someone chase the depot for it, or do you wait for the detention invoice and argue the ones that look wrong?

[comment u/Least_Stretch_8103] In the US at a least we can track empty return on the rail terminal sites. You do have to sign up for them but they are free and it updates with time stamps at least once a day CSX has shipcsx.com and BNSF has their tracking on a similar portal.
