I placed an order for ~$750 from Bestbuy.com on 7/10 -- with ETA of 7/11, it was marked as delivered and I was never provided a tracking number. I reached out to Bestbuy support on 7/11, and on 7/11 they told me they were refunding my card. On 7/13 I got an email saying my order was taking longer than expected to arrive.... On 7/16 I got an email from Best Buy saying: We’ve concluded our investigation and have determined we will not be providing a refund or replacement item.At this time, we encourage you to work with local law enforcement regarding this matter. Police won't get involved, there is no "stolen" package it was never even shipped. I opened an "Item Not Received" case with Paypal on 7/16. It was closed on 8/6 in sellers favor (FedEx Tracking # 34S11681P1022593D). We have reviewed this transaction(s) and are denying your case(s). This decision was made because we received shipment tracking from the merchant confirming that the merchandise was delivered. But the tracking number provided says it was never shipped. So I appeal the case on 7/16 as a payment dispute; since Bestbuy support told me they'd refund me, which was closed as invalid case type (unsure why. Bestbuy on 7/11 told me they were sending a refund). So I opened an appeal for the "Item Not Received" case on 8/11 ... and on 9/7 it was again closed in Sellers favor. The tracking number Best Buy...

The tracking number Best Buy provided to Paypal was FedEx 34S11681P1022593D. Which isn't even the right format for a UPS tracking number.... yet Paypal closed in sellers favor that this tracking number confirmed the merchandize was delivered????
