Two major industrial projects will bring more than $300 million in investment to West Baton Rouge Parish, generating an estimated $34 million in tax revenue for local taxing bodies over the next 20 years. Parish President Jason Manola announced the projects during the Aug. 13 parish council meeting, saying both received unanimous recommendations from the local Industrial Tax Exemption Program board. The larger of the two is ExxonMobil's Project Holly, a $257.5 million investment to build a new high-performance resin manufacturing facility on the grounds of the company's existing lubricant blending plant near Port Allen. The new facility will manufacture Proxima resins, a product line used in wind turbines, structural materials and automotive and industrial applications. According to the ITEP filing, the project calls for a purpose-built plant with facilities for receiving and storing raw materials, blending and packaging finished resins, warehousing and a dedicated laboratory. Supporting infrastructure will include rail and truck loading, nitrogen and compressed air systems, power and new roadways. The project is expected to create 15 permanent jobs and 50 construction jobs. Construction is estimated to run from August 2025 through December 2027.
