A female receptacle feeding a trucks (presumably)breaker panel is highly abnormal and you are absolutely right about not wanting to make a male-to-male plug. That's not "making a cable" it's making a electrical hazard. It may be as simple as changing out the receptacle to male - but it's very existence should ring alarm bells and I would recommend”
