Not only villages, but also 117 government offices, training centers, and public health centers experienced signal outages, weak, or intermittent signals; 73 locations have already been served by companies. In this context, low-orbit satellite connectivity represents a remarkable complementary solution. According to the plan developed by the Department of Telecommunications, 254 localities in 13 provinces and cities have initially been identified as needing low-speed satellite internet access. These localities include: Cao Bang, Da Nang, Dien Bien, Gia Lai, Hue, Lai Chau, Lang Son, Lao Cai, Nghe An, Son La, Thai Nguyen, Thanh Hoa, and Tuyen Quang. In the first phase, 254 Starlink Standard 4X devices were delivered, along with a service package offering a maximum access speed of 400 Mbps, free for 6 months. Each village or area with weak or poor signal coverage that met the requirements for assistance received one device and one service package. The use of Starlink in areas with weak signal coverage also demonstrates a more flexible approach to digital infrastructure development. Instead of waiting for all terrestrial infrastructure to be completed before providing services to the population, new technologies can be mobilized to immediately address critical bottlenecks.
