macOS 27 VMs – Has anyone found a workaround for broken MDM enrollment?

Hi everyone, Since macOS 27, I’ve been unable to properly enroll macOS virtual machines in MDM using Parallels Desktop on Apple Silicon. The MDM enrollment profile installs successfully, but additional configuration profiles, management agents, and applications are never delivered. From what I’ve found, this appears to be a known macOS issue, potentially related to APNs registration and virtual device identity. Parallels has officially acknowledged the problem and currently lists no supported workaround: https://kb.parallels.com/en/131218 I’ve also found reports of the same behavior with other virtualization solutions, including UTM, and different MDM platforms such as Jamf Pro and Microsoft Intune. I regularly use macOS VMs to test MDM configurations, security baselines, and enrollment workflows. Not being able to enroll macOS 27 VMs makes testing significantly more difficult. Has anyone managed to get MDM enrollment fully working on macOS 27 VMs?

  • “Der Flounder has an article about this. I've found with my VMs (using Iru) that I set up the VM and do a manual enroll on one day (making sure that the MDM profile is installed), then shut down the VM. The next day I start up the VM and it will do the rest of the enroll.”

  • “Can you also try with MacVisor https://scaleninja.com/macvisor/ (we develop this at work) and from it you can test various networking setups (including wifi, ethernet bridge, vlans, custom shared network with firewall etc) If it still reproduces most likely it is to do with the OS/tooling build.”

  • “I got it work eventually, but it was quite convoluted and not simple. Basically I had to manually move files over from another enrolled machine and force a manual sync. I think there won't be a real fix until Apple addresses it.”

  • “I just setup a VM the other day using Parallels and macOS 27.2 and it enrolled in Intune. The company portal errors out and says the profile is not installed but the profile is installed and it is connected and receiving programs and configuration settings. PSSO is broken, known issue, assuming that's why the company portal says it's not working. Is the VM on 27.2 or a previous build?”

  • “What networking option are you using? I’ve found best success with Apple silicon VMs when I have an Ethernet connection that I can pass through to the VM. Security tooling running on the host is a big factor here as well”
