Not sure how to summarise this so I'll just explain lol. I'm a seller in Canada. I sent an invoice through PayPal (goods and services) to a buyer in the US, about $1,000 CAD, and shipped with UPS to the address on the invoice, which turned out to be a freight forwarder warehouse in Portland. Package got to Portland fine. UPS tracking shows import fees due on delivery ($34.50 USD), then "delivery refused" on Aug 31 with "UPS will contact the sender for further instructions". UPS never contacted me btw. Then on Sept 29 the tracking says the package was disposed of. I also have an email from UPS saying the receiver refused to pay the import fees. Now the buyer opened an Item Not Received dispute. His evidence is a cropped screenshot of an old message where I told him duties were taken care of, but that was for a different shipment back in July (different tracking number, I have the dated screenshot). He never paid duties on this one. So I have proof of shipment (tracking, date, matching address) but obviously no "delivered" status, since it got refused and destroyed. PayPal's buyer protection says INR claims don't qualify if the seller provides proof of shipment, but the seller protection side says you need proof of delivery for INR. So I'm kinda confused which one actually matters here. Has anyone been through this? Does a refused delivery + destroyed package count...

  • “Actually, if you are able to prove that the buyer refused to pay the fees- you have a chance of winning the claim. This is looked at like buyers remorse, and isn’t the seller’s responsibility. The best thing you can do is to call PayPal and explain to them the specifics of your situation, they can guide you. Edit- corrected talk2text muckity muck..”
